MACO DISTRICTS 1, 2, AND 3 MEETING

District 2 chairman Mark Rehbein called the meeting to order at 10:10 at the Garfield County Courthouse.

 

Chairman Rehbein welcomed members and introduced guests:  Scott Broesder with congressman Rehberg’s office, Willie Duffield with oil & gas counties and Vern Petersen with JPT.

 

Agenda Item #1:  Roll Call

A quorum was present with 16 of 17 counties represented.  Sign-up sheet is attached and made a part of these minutes.

 

Agenda Item #2:  Approval of Minutes

Minutes of May 16 were approved as presented.

 

Agenda Item #3:  Resolutions

  1. Introduced by Rosebud County to have the same filing deadline for independent candidates and partisan candidates.  Dan Watson moved to adopt the resolution.  Todd Devlin seconded.  Motion carried.
  2. Introduced by Powder River County to raise the dollar amount required when selling equipment at public auction.  Discussion:  It was raised in 1983 from $100.00 to $2,500.00.  All agreed it should be raised but thought the $50,000.00 that is in resolution is high.  Todd Devlin moved to lower it to 20,000.00.  Seconded by Wibaux County and motion carried.
  3. Introduced by Rosebud County to change appraisal process when purchasing real property.  Dan Watson moved to insert and/or District Judge to appoint 3 persons to appraise property.  Don Rieger seconded the motion.  Some discussion and motion carried. 

 

Agenda Item #4: 

MACO Associate Director Sheryl Wood went over resolutions from Districts 6 &7.

1.      Compensation loss for livestock from wolves.

2.      Resolution funding county attorney at 50% of 85% of judge’s salary including 50% of State INS.

3.      Public access to legislative action for all counties.

4.      MACO endorsement for aerial information guide urging congress to adopt.

5.      Resolution to increase debt limit without voter approval with steps for taxable value.

6.      To amend the language in state statue regarding collection of impact fees collected by county.

7.      For collection of fees on mobile homes for the decay or junk of mobile homes.

Agenda Item #5:  Presidents Reports

Doug Kaercher commented on NACO convention.  He said MACO and Montana has a good relationship with NACO leaders.  Prairie County sent Bill Leach to NACO convention.  Doug also thanked Districts 1, 2, & 3 for their support during his presidency.

 

Agenda Item #6:

 There were no nominations for MACO 2nd V.P. 

 

Agenda Item #7: 

Harold went through resolutions from MACO new and old.  A packet with all the resolutions will be sent to each county before fall convention.

 

Agenda Item #8: 

Glenn Hutchinson and Doug Holland spoke about state lands taking care of weeds on their lands.

 

Agenda Item #9:

Vic miller thanked the counties for there support of HRDC.

 

District Reports

District #1:  Lesley Robinson talked about having time at convention for counties to discuss issues with other counties.  The permissive health insurance levy, so you don’t lose levies when rates go down and later back up. 

 

District #2:  Connie and Todd – DNRC selling isolated parcels in one county and buying land in another, the loss of property taxes to counties.

Concern over putting conservation easements on property and the effect it has on counties. 

PILT prior year payments were discussed.

 

District #2 Election – Mark Rehbein, chair; Bill Leach, vice chairman

 

District #3  Dan Watson election, Don Rieger chairman, Mack Cole, vice-chairman

 

Agenda Item #10:  Harold Blattie gave interim committee reports.

1.      SJR10 has to do with fire district and puts clear authority into statute.

 

Agenda Item #11: 

It was brought up that the contractors are coming back with a bill on gravel permitting fees.  The counties defeated this bill last session.  We need to watch for this bill.

 

Agenda Item #12: 

Most counties have requested disaster declaration.

 

Agenda Item #13: 

Harold reported MACO has filled the front office position and trusts are adding a claims adjuster position.  Marie has retired August 1, this position is being advertised.

Agenda Item #14: 

Cheryl talked about vendor and sponsorships to fund conventions.

 

Agenda Item #15

Senator Burns asked Doug Kaercher to represent Montana and go to Washington, DC to testify on essential air service for Montana.

 

Agenda Item #16:

Don Rieger brought up issues of getting qualified sheriff officers to pass academy.

 

Agenda Item #17

Districts 1, 2 & 3 will again put $300.00 in each for rooms during legislation.
