RESOLUTION 2004-6

 

 

STATE WORKFORCE DEVELOPMENT ENABLING LEGISLATION

It is the intent of the Montana Association of Counties to support legislation for the county commissioner appointed workforce investment boards to provide governance over all workforce development programs, which operate in Montana’s two workforce investment areas.

 

 
  

 

 

 

 

 

 

 

WHEREAS, workforce funds are in a decline in Montana; and

 

WHEREAS, competition for those funds is increasing; and

 

WHEREAS, the workforce system in Montana has long been established as one operated under the authority of the county commissioners; and

 

WHEREAS, that same workforce system has performed successfully and met all performance standards qualifying the workforce areas for incentive funds.

 

NOW, THEREFORE, BE IT RESOLVED, that the Montana Association of Counties support legislation that would require all workforce development funds which operate in either of Montana’s workforce areas be operated under the direction of the Concentrated Employment Program and Balance of State Workforce Investment Boards and their appointing councils, the Concentrated Employment Program and Balance of State Councils of Commissioners.
